PNGDAC vs Visa: Two Different Requirements

Updated 2026-10-18

Two separate gates

Papua New Guinea checks two things about every arriving person. Whether you may enter at all — that is the visa or entry permit, set by nationality and purpose. And who is arriving today — that is the PNGDAC.

ICA PNG says it plainly: the PNGDAC is not a visa. Completing it does not create permission to enter, and holding a visa does not remove the need to complete it.

What the visa route looks like

Some nationalities need a visa arranged before travel; some can obtain one on arrival under reciprocal or regional arrangements; some travel visa-free for short visits. The lists change and they are set by ICA PNG, not by commercial sites.

Check your own position on ica.gov.pg before booking anything non-refundable, and check again before departure.

What the PNGDAC does

It captures the passenger declaration for this specific arrival: identity, flight, address, and the customs and health answers. It is checked against your passport at the border. It is free, and it is required whether or not you needed a visa.

The order to do things in

This sequence avoids almost every avoidable problem:

Working order

  • Confirm whether your nationality needs a visa or entry permit, and apply if so
  • Book flights only once that is settled
  • Finalise your first accommodation
  • Complete the PNGDAC from 3 days before arrival
  • Keep the confirmation offline for check-in and the border
